Revised 2025 FBA Fulfilment Fee Size and Weight Tiers

Changes for clothing, accessories, rucksacks and handbags

From May 15, 2025, you need to know that Amazon will calculate your Fulfilment by Amazon fulfilment fees for “Clothing and Accessories” and “Rucksacks and Handbags” parcels using only dimensions and unit weight. 

If you sell Fulfilment by Amazon products in the UK, Germany, France, Italy and Spain stores, this affects you (Low-Price Fulfilment by Amazon excluded).

You should prepare for Amazon replacing your current 16 small and standard parcel size tiers with just seven new tiers. You’ll be charged a base rate for your first 100 grams in each tier, then pay a fixed rate for every additional 100 grams.

Oversize Size Tier Changes in the 2025 FBA Rate Card UK

To simplify your oversize rate card, Amazon will reduce the current 28 oversize tiers to just 17. You’ll be charged a base rate for small, standard (light, heavy, and large), bulky, and heavy oversize items, with a fixed additional rate per kilogram within these size bands. 

Additionally, the two special oversize weight bands (≤ 20 kg and ≤ 30 kg) will be merged into a single weight band for a more streamlined pricing structure.

1. Fulfilment Fee

Your fulfillment fee structure consists of a flat rate per unit, calculated using both dimensional measurements and unit weight (specifically, unit weight versus dimensional weight).

Your fee calculation varies by product type:

For envelopes, Special oversize products, and Low-Price FBA items: You pay according to actual unit weight

For parcel and oversize tiers (Special oversize excluded): You pay according to the higher value between unit weight and dimensional weight

Your dimensional weight calculation in kilograms follows this method: (length x width x height cm³) divided by 5000.

FBA fulfilment fee changes for clothing, accessories, rucksacks and handbags

From May 15, 2025 onwards, your fulfilment fees for “Clothing and Accessories” and “Rucksacks and Handbags” items will depend only on their dimensions and weight when using Fulfilment by Amazon. This modification covers your Fulfilment by Amazon inventory across UK, Germany, France, Italy and Spain stores (excluding Low-Price Fulfilment by Amazon).

You’ll notice the current 12 small and standard parcel tiers being replaced by seven streamlined tiers. Under this new structure, you’ll be charged a base rate for the initial 100 grams, followed by a consistent rate for each additional 100-gram portion.

1, Your fulfilment fees depend on the specific store where you list and sell your item.

2, Your European Fulfilment Network fees can be adjusted with 30 days’ prior notice whenever the exchange rate between the British pound and euro changes by more than 5% on a monthly, quarterly, or yearly basis.

3, If you have FBA inventory in Germany but haven’t joined the Central Europe programme (which lets Amazon store and handle your German FBA inventory in Poland and Czech Republic), you’ll face different fees. You’ll pay an extra fulfilment fee for each FBA unit shipped from German centres: £0.26 for UK orders, €0.26 for Germany, France, Spain, Italy and the Netherlands, SEK 2.50 for Sweden, or PLN 1.15 for Poland. This applies to both your standard and Low-Price FBA rates. For units you sell in Germany but ship from Poland, you’ll pay the German domestic rate.”

4, If your inventory levels are consistently low, you’ll face a low-inventory cost coverage fee (Pan-EU) in addition to your standard per-unit Pan-European (Pan-EU) Fulfilment by Amazon fulfilment fee. This fee applies when your inventory supply falls below 28 days (4 weeks) in both your long-term period (last 90 days) and short-term period (last 30 days). Your days of supply calculation works at the seller-FNSKU level, where your average daily inventory on hand is divided by your average daily shipped units across all stores.

You’ll pay lower fulfilment fees compared to standard FBA rates on similar products when you ship locally.

Standard Fulfilment by Amazon – Pan-EU Oversize Surcharge

If you use Pan-European (Pan-EU) Fulfilment by Amazon (FBA), you’ll incur an oversize surcharge in addition to your standard Pan-EU FBA fulfilment fees whenever you ship your oversize inventory to a different country than where it’s sold. 

To find out what surcharge rates apply to your specific product, you need to first identify its size tier and calculate its shipping weight. You calculate this shipping weight using either your item’s unit weight or its dimensional weight, whichever is greater. 

Your Pan-EU FBA oversize surcharge is determined by your historical inbound minus sales quantity metric—essentially the gap between how many units you’ve shipped to fulfillment centers versus how many you’ve actually sold for each FNSKU in each country.

You will be charged a low-inventory cost coverage fee (Pan-EU) for your standard-size products fulfilled through the Pan-European FBA (Pan-EU) programme when your inventory units fall below 28 days relative to shipped units across Germany, France, Italy and Spain. 

This fee applies only when your product’s historical inventory levels relative to historical demand (your historical days of supply) drops below 28 days.

2. Storage Fee

Your storage costs are calculated per cubic metre or cubic foot each month.

Monthly storage fees – When you store items in Amazon fulfilment centres, you’re charged based on where the centre is located, which month it is, and how much inventory you keep on average each day.

Aged Inventory Surcharge – If your inventory has been sitting around for more than 241 days, you’ll get hit with this extra charge.

Storage utilisation surcharge – As a professional seller, if your storage ratio goes above 22 weeks for non-clothing items (excluding eyewear, shoes, and bags), you’ll pay this surcharge. They calculate your ratio by looking at how much you store daily versus how much you ship daily over the past 13 weeks.

Monthly Storage Fees

You are charged monthly storage fees for all units you store in an Amazon fulfilment centre, based on the calendar month and your daily average volume (measured in cubic feet for the United Kingdom and cubic metres for the other European stores). 

Your unit measurements will be based on each unit’s size when you properly package it and prepare it for shipping to customers in accordance with the FBA programme policies. 

Your monthly storage fees consist of a base monthly storage fee (determined by your product size and time of year) and a storage utilisation surcharge (which is added to your base monthly storage fee).

FBA storage utilisation surcharge

Beginning February 1, 2025, you’ll face higher storage utilisation charges if your inventory sits in storage too long—specifically, more than 44 weeks for standard-size items and 36 weeks for oversize items. Don’t worry though, you won’t be charged for inventory stored less than 30 days, items in Clothing, Eyewear, Shoes and Bags categories, or products from individual sellers. When you do qualify for these surcharges, you’ll see them added to your regular monthly storage fees, calculated based on the daily average space your inventory takes up in our fulfilment centres.

Aged Inventory Surcharge

When you overstock inventory, it limits Amazon’s ability to provide space for fast-selling products that customers want. The aged inventory surcharge helps ensure that Amazon can continue to provide high levels of service to you and all sellers, and provide customers with products that they want. This is in addition to regular inventory storage fees.

3. Optional Services Fee

Your optional services fee covers local returns, crossborder returns (see zone 1 and zone 2 definitions), disposal, labelling, bagging, bubble wrap, taping, and opaque bagging. You will be charged per unit for these services.

Optional Service Fees FBA Return-to-Seller, Disposal and Liquidation

Effective February 1, 2025, Amazon will revise your return-to-seller request, disposal, and liquidation processing charges.

Your FBA return-to-seller and disposal request charges are determined at the time you submit an order, and billing occurs at that established rate when your inventory exits Amazon fulfillment facilities. 

Consequently, if you submit a request prior to February 1, 2025, but your inventory is removed or disposed of on or after that date, the updated FBA charges will not be applicable to you.

Your liquidation processing charges will be determined following the completion of your liquidation. If you submit a liquidation request prior to February 1, 2025, but your inventory is liquidated on or after that date, the revised Fulfillment by Amazon charges will be applicable to you.

Return-to-seller request charges

You may request the return of inventory stored in Amazon fulfillment facilities to your warehouse location. You will incur return-to-seller request charges for each item you remove.

Beginning February 1, 2025, to better align charges with operational costs, your domestic return-to-seller request charges for standard-sized items will be increased.

To reduce your expense for returning oversize items, your return-to-seller request charges for those items will stay unchanged. Your international return-to-seller request charges will also stay unchanged across all size categories.

You will incur charges in the currency of the country where your inventory is housed. If housed in the UK, you will be charged in £. If housed in Germany, France, Italy, Spain, the Netherlands or Poland, you will be charged in €, and if housed in Sweden, you will be charged in kr.

All weights are calculated to the nearest 1,000 g.

You’ll incur charges based on the country from which you remove your inventory. For instance, if you remove inventory from France you’ll incur the charge for France, irrespective of your primary store’s country.

Zone 1 and Zone 2 are outlined below. Your returns within the Central European program will be treated as domestic returns.

– Zone 1: Austria, Belgium, the Czech Republic, Germany, Denmark, Spain, France, the UK, Ireland, Italy, Luxembourg, Netherlands, Poland, Portugal, Romania.

– Zone 2: Bulgaria, Cyprus, Estonia, Finland, Greece, Hungary, Latvia, Lithuania, Malta, Sweden, Slovakia, Slovenia.

Your international returns from the UK are presently unavailable.

Disposal charges

Through submitting a disposal request, you can request to dispose of or donate your qualifying unwanted products directly to designated charities. Amazon remain dedicated to a circular economy in the EU.

Beginning February 1, 2025, to better align charges with operational costs, Amazon will raise your disposal charges across all size categories.

You will incur charges in the currency of the country where your inventory is housed. If housed in the UK, you’ll be charged in £. If housed in Germany, France, Italy, Spain, the Netherlands, or Poland, you’ll be charged in €, and if housed in Sweden you’ll be charged in kr.

All weights are calculated to the nearest 1000 g.

Liquidation processing charges

FBA Liquidations is accessible for your inventory housed in the UK, France, Italy, Germany, Spain, Poland, and the Czech Republic.

Amazon impose two distinct charges on each item that you liquidate:

15% liquidations referral charge, calculated on your item’s gross recovery value.

Liquidation processing charge, calculated on your item’s size and weight.

Beginning February 1, 2025, your liquidation processing charges for standard-sized items will be increased to better align charges with operational costs (refer to the table below). 

To reduce your expense for liquidating oversize items, your liquidation processing charges for those items will stay unchanged. Your liquidations referral charges will remain unmodified.

You can use FBA Prep Service to properly package and prepare your shipments for Amazon’s fulfillment centers. When you choose FBA Prep Service, you’ll pay a per-unit fee for Amazon to prep your products.

If you don’t provide box content information, you’ll incur an additional fee as Amazon manually processes your boxes at the fulfillment center. When your shipments require manual processing, you may experience slower receiving times compared to when you provide complete box content information.

1. You pay a minimum referral fee of £20 in the UK or EUR20 in other European countries for your Heavy Oversize items fulfilled via FBA. All your items with a unit weight greater than 23 Kg and equal or inferior to 31.5kg are classified as Heavy Oversize.

2. You pay a minimum referral fee of £25 in the UK or EUR25 in other European countries for your Heavy Bulky items fulfilled via FBA. Your items are classified as Heavy Bulky if they meet one of the following conditions: (Unit weight > 31.5 Kg, Longest side > 175 cm or girth > 360 cm)

3. If applicable, you pay a per-item minimum referral fee of £0.25 for all fee categories. You also pay a closing fee of £0.50 per media item that you sell. Media categories are Books, Music, DVD, Video, Video Games (Games, Accessories and Consoles) and Software.

4. If applicable, you pay a per-item minimum referral fee of €0.30 for all fee categories. You also pay a closing fee per media item that you sell. This fee is €1.01 for Books, €0.81 for Music, €0.81 for DVD and Video, and €0.81 for Video Games (Games, Accessories and Consoles) and Software. For France, you pay a closing fee of €0.61 per media item that you sell.

5. If applicable, you pay a per-item minimum referral fee of SEK 3 for all fee categories. You also pay a closing fee per media item that you sell. This is 11 kr for Books, 9 kr for Music, 9 kr for DVD and Video, and 9 kr for Video Games (Games, Accessories and Consoles) and Software.

6. If applicable, you pay a per-item minimum referral fee of PLN 1 for all fee categories. You also pay a closing fee per media item that you sell. This is PLN 4 for Books, PLN 3 for Music, PLN 3 for DVD and Video and PLN 3 for Video Games (Games, Accessories and Consoles) and Software. Your Mobile Phones and Accessories will be charged at 4.5%.
